Casinos are most generally constructed combined or near restaurants, cruise ships, retail shopping, hotels, or various other attractive tourist places. There is also much arguing over whether or not the economic and social effects of casino gambling outweigh the early income that may be generated. And also, a casino that upholds any law consistently is working ethically. If the law is no mid-entry f shoe, then that law applies to everybody and is imposed on everybody.

If that law is only applied to a certain group of actors for the casino's gluttonous causes, then of course that is termed as unethical.
