In our case, the American Government will be analyzed as a bureaucratic organization. This practice of organization is mainly practiced in America whereby government’s bureaucracy operates on its national, state and local levels. Bureaucracy system governs large organizations as posited by Destler (2015). The organization is set out that president has the vice president and the cabinet members as his main advisors. The American government has states at local levels. The size and complexity of the government makes it a bureaucratic organization. The main aim of this essay is to explore various tasks performed by the bureaucratic organization, structure, and its coordination mechanism (Reading 2). 2. Bureaucratic Organization Bureaucratic organizations have two elements of structure that are of important. They include standard method and procedures, and a level of control of the methods and procedures. Every bureaucratic organization must have the standard methods and procedures to help in performing the assigned tasks and responsibilities of its members. Since the procedures are to be highly performed at certain levels of its standards, it is important to control every activity. This ensures that there is adherence to the standards. Government agencies are a good example of bureaucratic organizations. This is because it has exactly the features of the organizations. It also enjoys the advantage that comes in collision with the organization (reading 2). 3.1 Purpose Government organizations have several purposes they perform as found out by Bleiklie et al. (2015). They facilitate and ensure that there is the establishment of the organization goals. This is because the work is delegated to every staff of the organization. The coordination mechanisms in the organization ensure that the required goals are attained as posited by Williams & Mengistu (2015). The organization ensures that there is coordination in various organization activities. The individual accountability and authority responsibility is defined hence full coordination of the organization. According to Janowski, T. (2015) the hierarchy structure ensures that each individuals responsibility is defined in the organization, (there is establishment of authority relationship) finally, the organization ensures that there is division of tasks among the individuals in accordance to their expertise and capabilities. Knowing each ones capabilities helps incorrect division of labor. However, the organization has main three main goals that help the government to move along well. It implements laws and policies that are made by the elected officials. It does this by ensuring that laws and policies are put in practice in certain situations and applied accordingly in all contingencies of daily activities. For instance, they answer all questions and complaints concerning the law. They also decide when to waive the license fees. The governmental bureaucracies provide the required administrative functions. These functions include issuing of permits and licenses, collecting fees and conducting examinations. It does this by handling everyday paperwork in the government operations. For example, anyone who requires a certain license like driver’s license has to face the bureaucratic administration, meet the requirements then apply for the license. Finally, the bureaucracy regulates all government activities by creating rules and regulations that make clear how various set of laws work on day-to-day operations. (Weber 2008, p.g214) gives a full analogy of bureaucracy structure and mechanism. According to Weber, bureaucratic structures have a particular degree of standardization. Since they are suitable for organizations like government agencies, they have a significant structure (tall).In Weber (2008, p.g214). (Reading 3) 3.2 Structure Bureaucracy has three characteristics. The first characteristic is a clear explanation of roles and responsibilities. The management is from senior executives (president) to the regional managers; there is a clear definition of the responsibilities (Williams, A. P., & Mengistu, B., 2015). Weberian characteristic is the hierarchical structure. This ensures full control of the structure and decision made rightfully through the organization. Finally, in the organization there is respect of the merit. The organization structure ensures that respect of the merit is maintained. The bureaucratic structure has the president as the top manager and the other department heads below. These department heads include Administrative, Research and development, Manufacturing, and sales and marketing. The bureaucracy has various division heads. For instance in the administrative departments there are division heads for human resources and also billing. In the structure of sale and marketing, it has division head for distribution and sales. The government employees perform their tasks and functions due to their training and experience. This makes government a bureaucratic organization since in every bureaucracy structure, employees or members perform in respect to their expertise and trainings (technical qualifications) every government agency defines clearly each authority responsibility and functions at each level respectively. The bureaucratic organization acts in a hierarchical model, and this makes the government a good example of a bureaucratic organizations. Thirdly, there is always a division of labor in government. This simply means that tasks are broken down into different parts and individuals assigned to do the work. This also happens in the bureaucratic organization. Everybody is assigned to perform their duties in the components parts of the labor. Fourthly, the government cannot work without the set formal rules and regulations. This also happens in bureaucratic organizations. This rules control and set tasks that are to be performed by each employee and certain levels of the organization. Finally, in every government agencies there must be certain levels of boundaries and identity. This feature is the same as bureaucratic feature hence makes government a bureaucratic organization as explained by Van der Voet, J. (2014). Various advantages of bureaucratic organizations are being enjoyed in government agencies. This makes government a bureaucratic organization. An example of these advantages includes the efficient performance and delivery of tasks in government agencies. This is because work is done by trained personnel and who have the expertise to the job at hand. In government agencies, they enjoy the advantage of the element two of the bureaucratic organization. This simply means that there is quality control of the outputs. Government as a bureaucratic organizations, it manages the outcomes and enhances quality control of the services. Finally, there is stability in a government agency. This is because a government agency is a bureaucratic organization, and, therefore, certain rules and regulations are defined and made clear. This will make the government agencies maintain it stability (Reading 1). 3.3 Coordination Mechanisms In government organization, there is various coordination of mechanism as discussed (Mintzberg, 1983) in the structure of the organization. The organization exists if the objective is pursed by people with common goals and together. The coordination of the organization concerns the goals to be achieved.( Mintzberg ) discuss that coordination mechanism and division of labor leads to different forms of organization.(Mintzberg 1983) discerns five coordination mechanism which makes an organization to grow. He describes mutual adjustment as the main coordination mechanism. This is where the organization agrees on an informal consultation. (Mintzberg) describes this mode of mechanism coordination with six different configurations each featured by the importance of mutual adjustment (Prasad, 2015). By doing this, he described various parts of the organization. They include first Strategic apex-This is where by all the top managers (president) are in full-time. This will ensure a stable and efficient organization. The other part of the organization that clearly describes the main coordination mechanism is operating core. This part of organization plays a big role in mutual adjustment. It clearly identifies where certain people work, the business and the set goals of the organization. This part of the organization also provides delivery services. For example in government organizations, there are certain agencies that ensure that the required materials are delivered in the required places on time. These maintain the government on foot and also avoid confliction in the various government agencies. The other part of the organization that helps mutual adjust in coordination and mechanism is a middle line. (Mintzberg) describes this as the hierarchy of the authorities between the strategic apex and the operating core. He clearly describes it as middle management in the mutual adjustment of a coordination mechanism. Techno-structure is another part of the organization in mutual adjustment. This is whereby staff or the employees are directed towards the organizations goal and work. This ensures that work is done on time and therefore efficiency in the organization. Finally, support is also described by (Mintzberg, 1983) as a part of organization in mutual adjustment of coordination mechanism. Operating core supports the staff indirectly in order to ensure standardized work. Direct supervision is a good way of a coordination mechanism. This means that if a person is entitled to have responsibility for the work of the colleagues, there must be full control of activities and proper instruction offered. For example, to ensure that there are direct supervision in the organization the head (president) employees an employee with the required skills to supervise the other employee. Direct supervisions increase the output production. Van der Voet, (2014) describes coordination mechanism by standardizing the working process. For example in government organizations, there are instructions and training given on how and when you can waive license fees, issue permits and licenses. This mode of coordination will ensure smooth running of the organization (Daft, 2015). (Reading 2). 4. Conclusion In order to the organizations set goals, there must be standardization of the organizations output. For example in government organizations, there is standard control of outputs. With full control of the organization, the output will automatically increase. Finally, there is full standardization of skills. For one to work or be employed in government agencies, must have the required skills and have experience. This coordination mechanism ensures that there is efficiency in the work done. In conclusion, Bureaucratic organization is a good mode of organization to the government since its structure and coordination mechanism helps to perform efficient and the most important maintain government stability (Williams & Mengistu, 2015). Bureaucracy has been used in the modern times by large organizations. Bureaucracy emphasizes formality aspects other than interpersonal relationships. However, there is a need to eliminate unnecessary bureaucracy in the modern management.
