Development of desalination water project has been one major proposed solution which could curb the issue. Different projects have different key elements which are crucial for its implementation. Adelaide desalination project which is proposed to be implemented in port stanvac with capacity of 150 GL/year includes key elements like sea water screens, screening waste handling, dour control, sea water pump station, pre-treatment waste management; Reverse osmosis desalination, post treatment plant and transfer pump station. The organization implementing the project is a not for profit organization which has pressure from government, sponsors, south Australia water environment body and government legislation environmental acts as they have to determine the type of contractor the organization employs and how the organization has to implement the project. Consequently, the pressure impacts how the organization performs hence impact how project leadership will be framed and affected for project implementation. Introduction. Desalination plant project is the project which is being constructed for water treatment strategies and which should be build in Adelaide as a way of enhancing water security in Adelaide metropolitan areas. The project is mainly crucial for countries like Australia which rely heavily on rainy water as source of water for their daily consumption. Social economic and environmental stability are impacted by adequate water supply in the region. Therefore failure to enhance water supply security would affect the country’s growth sustainability in the country, population growth as well as enhancing reliability on water supply from rivers (South Australian, 2009 p 17). The proposed project of desalination plant will be located in South Australia at Port Stanvac, a strategic place for receiving the highest available environmental scrutiny in South Australia. The proposed project will therefore be implemented under consideration of different options: upgrading the existing plant, construction of new plant or making improvements to the connections which has been in existence. Key elements of desalination plant project. Plant for pre-treatment. For the osmosis reverse membrane to work effectively it requires sea water which is free from any particles either solid, grease or oily particles (Victorian Government 2009, p8). Pre-treatment plant enhances filtration, coagulation and water flocculation leading to generation of the pre-treatment waste. Waster water after pretreatment. To enhance plant operation the waste material from the filters and granular should be removed like natural occurring matter as well as waste matter found in sea water. Pretreatment of water waste will be done by ensuring that the filters are clean and they are cleaned by backwashing them with air and filtered water. Pretreatment filters backwashing brings about waste water products which includes filtered material and flocculated products formed after addition of coagulant. Thickening and dewatering of the waste water will be done before the waste is disposed off (Victorian government, 2009, p16). There would also be recycling of the clarified water at the plant head and waste products will be disposed off. The waste is salty and contains iron components from the coagulant compound hence it is reddish brown due to presence of iron. Reverse desalination. The desalination plant project will adopt osmosis desalination with modular approach where by different modules will be operating in ling with one another. Different module will have osmosis membrane which will be placed at cylindrical pressure vessels. The desalination plant will have room for other modules which could be instilled in later stages to have the required plant capacity (Victorian government, 2009, p16). The reason for using modular approaching is its flexibility in construction, higher operation and production reliability. To achieve the required water quality the water will be passed through the desalination osmosis membrane for at least two passes. In reverse osmosis desalination there is production of the saline concentration which could be discarded to the sea. Post treatment plant. The desalination plant includes the post treatment plant which is necessary for making the desalinated water healthy for consumption and safe for the delivery to the supply system. This is part of the desalination plant (Victorian government, 2009, p17). Storage for treated water. Treated water will therefore be hold in different modules for at least eight hours prior to supply to the pump stations. Transfer to pump station. Desalination plant includes the pump station constructed on the project site and located next to the fresh water storage. Objectives of desalination project plant. The organization is the not for profit organization which aims at catering for the community needs extensively. The organization was formed to ensure that the needs for the community are met by working together with government and other affiliate bodies to enhance effective achievement of the organizational goals. Desalination project will be administered by the organization as the project has goals which are in line with the organizational aims and objectives (Victorian government, 2009, p14). The organization has aim of enhancing social amenities to the community; where by water shortage has been one of the major problems in Adelaide region triggering the need for the project. The major objective of the desalination project in Adelaide is to build plant which is environmental friendly, cost effective and within the shortest time possible. The desolation plant aims at providing residents of South Australia with adequate fresh water as currently they are relying on Murray River and water from other states. The project also aims at catering for the projected population growth in future and anticipated climatic change. In addition to that the desalination project aims at curbing the water shortage which has been due to reduction in rainfall and increased drought as well as high level of water usage in the state. To produce fresh water salty water is desalted making it suitable and healthy for irrigation and human consumptions. Therefore the desalination plant will desalinate salty water to fresh water increasing the level of fresh water in the state which is currently in shortage. Therefore Adelaide desalination plant aims at achieving cost effective way of providing fresh water to the residents for consumption as well as recycling waste water to have water sources which are not dependent on environmental factors like rainfall (Victorian Government 2009, p18). On top of that the project aims at increasing social, economical and environmental sustainability which is impacted most by water shortage. Lastly the project aim at providing adequate water to the residents, and ensure proper use of available resources in the South Australia (Victorian government, 2009, p26). The project desalination plant will offer a solution to the community which could be achieved within a certain time frame; therefore reducing rainfall water reliance. Desalination plant project will offer diversified sources of water in metropolitan Adelaide by offering water source which is not depended on climate. Organization configuration and pressure impacting the project leadership. Implementation of the project and leadership success depends on how the leaders and team members break ideas regardless of whether one is dealing with new project or the organization is altering the existing project. Type of the organization structure and leadership exercised in the organization impacts the project leadership as the two independent leadership should work coherently to achieve project success. Depending on whether the organization employs transformational leadership, dictatorship leadership, autocratic leadership leisure faire leadership or combination of different forms of leadership affects the way project teams are led by their leaders. Project leadership challenges come about due to organizational leadership therefore the way organization is structured impacts the way leadership will be administered to project team members. Stakeholders of the project like government, sponsors and well wishers put pressure on the organization on how the project will be financed, the location of the project the time frame required for project implementation and when to finance the project. This puts pressure on the organization as they are limited on decision making, ability to carry out ideas effectively, ability to plan and organize the project n a coherent manner as well as timely achievement of its objective as it has to go in line with government rules and regulations (Keegan & Hartog, 2004, p 610). on the other hand will impact how the project leadership will be mandated as project leaders has to lead with authority from organization which is on the other hand impacted by external stakeholders on the decisions they make. Sponsors on the other hand puts pressure on the organization to ensure that the organization resources are utilized effectively therefore managers are mandated to channel the required resources to the pinpointed project to enhance effective achievement of the organizational goals and objectives (Odusami, Lyagba & Omirin, 2004, p 522). The resources should be used for the purpose made hence the project leadership should be composed of leaders who are aware of the non profit organization mandate and who understands that for smooth running of the organization it is necessary for the project resources to be used properly to enhance achievement of the proposed goals (Government of South Australia 2009, p 44). Involvement of different key players and stakeholders on the organizational politics where by they are required to play the major role in the organization brings about pressure in an organization which on the other side affects the project leadership as politics could impact who to be the project leader and who should not be hence posing threat to organization. Roles and responsibility within the organization impacts the project leadership as decisions made on the organization should be followed by project team. Project leaders have limited mandate which determines extend to which they make decisions regarding the project. Poor definition of organizational roles and accountabilities within the organization leads to poor coordination within the organization leading to poor management and development of resources. On the other hand it could also affect project leadership as leaders will have hard time making congruent decision as he will be getting mandate from different authorities in the same organization making it hard for them to go on effectively with their duties. Environmental planning and legislation bodies poses threat to the organization as their mandate is to ensure that natural environment is conserved hence desolation plant will have minimal impact to the environment which the environmental bodies want the organization to minimize as possible(Government of South Australia 2009, p 45). South Australian waters environment body requires any organization undertaking the project to have contractors who adhere and understands better environmental resources management and who is ready to adhere to the body objectives and performances this impacts the way organization performs as well as project leadership as the project leaders should be people who are conversant with south Australia water environment regulations for effective compliance and enhance project success with minimal conflict with external bodies. South waters environmental objectives also require the contractors to be conversant with natural resource management and conservation understanding of ecosystem (Government of South Australia 2009, p 46). The legislative laws like South Australia Marine sparks and South Australia fisheries management act 2007 poses pressure to the organization as it has to adhere to the cats in undertaking their projects. On the other hand this impacts the project leadership as it has to be comprised of people from different fields like environmental analysts, engineers and financial advisors to ensure that they comply with rules and regulations adequately and avoid any legal consequences which could rise due to organization failure to adhere to South Australia environmental acts. Conclusions. Organizational project success is not only impacted by availability of resources but also impacted by external threats which are posed by external stake holders like sponsors, government and beneficiaries to the organization. On top of that legislation rules and act impact how the organization performs hence impacting project leadership in an organization. References.
