Techno mobile technology project plan Name Course Institution Professor Date Purpose of plan The Techno Mobile Technology Project Plan provides a comprehensive definition of the project that encompasses both the goals and objectives of the project. In addition, the plan is meant to represent an agreement between the following authorities; the steering committee, project sponsor, project team, project manager, and anyone who is associated with or rather impacted by the project in one way or another. The following are constituted within the project plan; Project purpose Business and project goals and objectives Scope Monitoring and reporting Assumptions and constraints management issues communication plan Business goals and objectives The business goals and objectives in this project will be aimed at focusing on the implementation of mobile technology which: Improves citizen, firefighter and officer. Facilitates information sharing and coordination both internally and externally to the participant organizations. Enhances the effectiveness as well as the ability of the employees to do their tasks. Facilitates coordinated both reduction and prevention of criminal activities. Provides high levels of security to data and information. Provides a flexible, reliable and open technology base for the coming years. Facilitates the capture of data electronically at the source point. Can be used with ease. Eliminates redundancy of data within the entire organization. Project goals and objectives The following are the project goals and objectives: Ensure that the ultimate users contribute in the process of design. Achieve project business goals and objectives in a timely manner. Skillfully come up with an agreement that is both secure and favorable between the department and vendors who have been selected. Scope New mobile technology will be introduced by the project that includes the following: Car to car messaging Internet accessibility 36 mobile devices GPS/AVL for automated dispatch field reporting software that is automated Digital CAD dispatch software Monitoring and reporting These two processes will be facilitated through Risk Assessment activities. These activities will undergo monitoring continuously being updated when necessary in the entire project life. Monthly assessments will form part of the report that will give a clear picture of the status of project. The report will be open for any amendments that the project manager may wish to make. Based on the examined impact that a risk may have, the ability of the project to accept a risk and the feasibility of mitigation of the risk, the project leadership must therefore come into an agreement regarding the approaches of mitigation of the risk (Kerzner 2003, p.45). There is greater necessity for the steering committee to be given adequate time in the processes of identifying new risks as well as carrying discussions on what strategies of mitigation should be implemented. Any amendments made to the project plan or contingencies that have been recommended will be conveyed to the steering committee by the project manager either monthly or as more frequently as possible based on the necessity of conditions (Verzuh and Eric 2003, p.77). Project assumptions In the preparation of the project plan the assumptions below were made; In order to facilitate the completion of the project tasks and objectives it is the management that will make sure that all project team members are available The steering committee will ensure that the project is executed in a timely manner. Project delays will arise if there is failure in the identification process of changes involving the drafting deliverables within the specified time period in the timeline of the project. All team members within the project will follow the reporting plan that has been formulated. Both the middle and the top management will encourage support and contribute positively towards the accomplishment of the goals and objectives as stipulated within the project. The city will make that there exists a technological infrastructure that has the ability to offer support to any new mobile technology (Thayer and Yourdon 2000, p.99) The plan of the Project may be altered due to the revelation of new information and issues. All people who will participate in the project will adhere to rules stipulated within the plan. Project constraints The following are the project constraints that have been identified: There are limited sources of funds for the project, without there being any contingencies. There is inconsistency in the availability of resources due to how the law is being enforced Critical project barriers The following are the likely critical barriers which may arise that can bring to destruction the initiative of the project: Acts of war or disasters that arise naturally. withdrawal of project funding The project plan may lose validity in case any of the above events occurs. Management issues As the project progresses, there is the likelihood of the information within the plan undergoing some changes. Due to the fact that change is inevitable it is quite essential to have in mind that any changes to the project plan will definitely have an impact on either of the factors critical success of the project which include; the resources available both financial and the workforce needed, time available and the quality of the project. The following steps should be used to facilitate the coordination process of decision making as regards any modifications that may be required to be made to the project plan; Step 1: the project manager will ensure that they document any change that may impact the project’s spending, staffing, schedule or scope as soon as it is identified. Step 2: any change will be reviewed by the project manager in a bid to determine the impact on the project. For reviewing and the ultimate decision making process regarding the change the issue will be forwarded to the steering committee along with any recommendations that may have been made. Step 3: after reviewing the issue the steering committee will therefore decide on whether to reject, approve or rather modify the change appealed for based on their consensus opinion, the recommendations from the project manager and information and data as constituted in the website of the project. Incase the steering committee fails to reach to an agreement regarding whether to approve or reject the change the issue to presented to the sponsor of the project accompanied with a written summation of it for a final resolution. Step 4: the sponsor of the project shall review the issue and come up with the final decision regarding either to approve or reject the change. Step 5: incase the change is approved or rejected by the steering committee or the sponsor of the project the project manager will inform the individual who requested for the change. The process of appealing does not exist. Communications Plan Disseminating knowledge regarding the project is important to the success project. Participants in the Project desire the knowledge to know about the project status and the manner in which they are affected (Fleming and Quentin 2005. p.32). In addition, they have the anxiety for participation. The more people are given the education about how the project is progressing and how it will impact to their future, the more the likelihood of them being motivated to participate in the project and benefit from it as well. A framework for involving, informing and obtaining buy-in from all those who will participate in the project has been provided within this plan covering the entire life of the project (Filicetti and John 2009, p.25). Audience The following audiences are targeted by this plan of communication. Project Manager Subject Matter Experts Project Sponsor User Group Participants Steering Committee Communications Methodology The communications methodology will utilize the following directions for it to be both efficient and effective; Top-Down This will involve both speaking ad listening by the executives to all the organizational levels regarding the project. Bottom-Up This will involve ensuring that participants are given the opportunity to propose changes in the project plan in order to gain their confidence. Otherwise there is a likelihood of more resistance occurring to a proposed change by only the steering committee without involving the other participants in the project. Middle-Out This will ensure involve that all levels in the organization are in full support of the change. Improvement to the project plan will therefore become easier with there being more sustainable Improvements. In conclusion, this project plan indicates how important mobile phones are in facilitating easy living in our everyday life. The ever increasing scientific knowledge in the production of mobile phones termed as technology is understood to impact positively into the communication industry. Technology has made communication more fast, cheap and convenient through the use of mobile phones. As time elapses mobile phones are being advanced to become more efficient and effective having more features and applications which make them more reliable devices in the lives of people. This project plan reflects the inevitable increase in the importance of incorporating fully mobile technology in day to day activities. Basically the new mobile technology aims at ensuring that people are able to access services that they could not access before through their mobile phones.
