Question The staff will be organized in a horizontal layout each in which each member will analyse and manage the IT and IM domain. The emphasis while training will be on equipping the staff with skills that will enhance security in information and improve system performance. The core drivers will be our plan’s strength that enables reliable and secure IT. The staff should be able to determine the weakness and work to improve them. They should also use the plan’s strength to create a dominant force in the CPIC activity at hand. The planning assumptions that the staff should keep in mind include integrating current structures while working on new structures to improve service delivery (project management and program management slide 10). The growth and effective service delivery will depend majorly on the effectiveness of the IRM staff. The team should practically lay strategies that reflect the plan’s objective. The applicability of their knowledge towards the political science plan will depend on existing structure and will focus on logistics. The two rules in the CPIC process will include information security, which will entail delivery and evaluation of the system without experiencing external forces interference. The second rule will be on system performance; the system will undergo scrutiny and evaluate its viability in an aim of ensuring quick and effective service delivery. The system should ensure compliance with the OMB requirement. The plan will contain three phases; the first phase will involve selection criteria to choose. The CIO will do the system selection where a cost benefit analysis will be done. The security and reliability of the system will be done prior to its applicability to the political science class. The design will be adjusted top meet the proposed standards. After a reliable system is chosen, the system undergoes the second phrase, which is control, the IRM team will ensure that there exist limits in which the system will operate, the period placed for the CPIC will be adhered to and the team will enable the IT initiatives are executed. The final phase will be the evaluation phase, the system will be evaluated according to its outcome and the invest performance will be compared to the amount of resources pumped into the system. The period given will determine if the system is below par of is working according to plan. Departments requesting for ongoing projects or new projects will have to forward their request to the financial manager who is under the CIO and attach the proposal and for the case of those projects that are undergoing, the departments have to account for the amounts initially allocated to them. A procedure is design to cater for the two scenarios. Both departments will undergo a performance measure where proposal and project evaluation plan for the work in progress will be compared to the performance plan set by the system administrators. A positive variance should be achieved. When the plan exceeds the Annual performance plan, budget then funding will be denied, a reviewed of the proposal recommended, and for the working progress accountability will be demanded for the respective departments. Question2 While performing an analysis of the failed systems, a scrutiny of the previous system must be undertaken. The bench mark being the annual performance plan. There exist failures and will be determined by identifying gaps in functionality. The undoing of the system will determined by the desired output verses the actual performance. The staffs’ credibility will be tasted and the ability of the systems to undertake the designed tasks. If the systems failed then what caused the failure is determined and a second test on future possibility is done. The staffs involved are interviewed to determine their credibility and challenges while performing their assigned tasks (enterprenua articheture, slide 10, 11&12). After identifying the gap functionality a measure to gauge the related departments is done this includes the finance departments where one will be aiming to test the amount of funds pumped into the IT department and compare it with the amount of work the department is tasked with. After problem identification, an introduction of a new system takes place. This will act as a case study to test its effectiveness. The system will be proposed to the CIO and scrutiny done on it. The evaluation of the system will be done and a comparison done with respect to the previous system. A harmonized system will be used as a short-term solution. This will prevent bottlenecks; the purpose of the new harmonized system will be ensure the proper allocation of resource, improvement of the failed systems and will enact guidelines to be followed. After the case study is over a proposal is forwarded to the CIO and the CEO, the proposal will be of a new plan and designed system (CIO, slide 6,9). Upon approval, the new system will take effect. The new system will ensure accuracy, reliability, should define and guide future occurrences and should be informed in regards to stakeholders view. The system should also be able to recognize the organizational goals of profit maximization and should pass the cost benefit analysis. Question 3 I hold a contrary option to that of my CIO as the government acts as a regulator in which it ensures a level playing ground. The e-government provides a platform at which business can access information regarding policies and international business opportunities. With the introduction of e-government, the public can access government related materials and allow quick response to questions and inquiries made by the public. It creates a public in which develops the society both socially and economically. (ISTM- e-government &business) The regulatory status of the government gives it a mandate to ensure systems are working according to set standards. Business forms are provided online to reduce the time spend by firms while seeking required business documents. It therefore reduces congestions in government buildings by creating an online one-stop center. The government provides a partnership between them and the corporate world and uses the status to provide a clear guideline while conducting business. The CIO is ignorant of the fact that without the government many businesses will deploy unfair tactics of doing business. Work cited Main (FB) Campus. CIO.
