The paper “China Communist Party's View on State-Owned Enterprises, Central Military Commission, and Main Reforms" is an informative example of a term paper on social science. Acting as the key instrument and regulator for the control of the China Communist Party, Nomenklatura is responsible for the establishment of party and government leadership in China. There have been different configurations within the Nomenklatura system, including the 1990 and 1998 compared reform blueprints. As it is, the Communist Party has high-level decisions to make, as they are challenged with the issue of whether to maintain their political primacy or achieve better economic flexibilities and developments.

It is necessary to be noted that the Communist Party has control over essentially appointing, promoting, transferring, and removal of all the low-ranked officials through the Nomenklatura system. The areas of reform are discussed in the proceeding paragraphs. State-Owned Enterprises (SOE’s)Due to the dire need to improve and transform the economy, the Chinese Central Party inquired from the UN Development Programme about what needed to be done regarding a failing system of State-Owned Enterprises.

As a response, the UNDP responded through a report and cited the main issue in the SOEs to be allowing multi-head management structures to control them. As a reform, all the subordinate management units and other agencies were removed and replaced by organizations and propaganda departments. Another report from the UNDP indicated direct administration in the management of non-financial SOEs as the main problem, hence advising that separation of the administration of government and managing of the enterprises be distinguished in an effort to create a resolution.

In 1998 reforms, the Central Party delinked management of SOEs and Government administration. This was done through the creation of Large-Scale Enterprise Work Committees, and adopting the local party committees to handle non-financial SOE’s (Chan, 2014, pg. 707). Central Military Commission (CMC)In the 1998 structural reforms, the Central Military Commission members were to be recognized as state officials. More specifically, the CMC chairperson was to have an equal mandate as that of the president of the PRC, hence making them more powerful and authorizing them to retain privileges even after withdrawal from their positions.

Representatives of the National People’s Congress were also mandated to become chair of CMC after serving for the military for certain service years. As a move to expand Party Affairs and building, the Chinese People’s Political Consultative Conference (CPPCC) was formed, and evolution was noticed ever since. Different personnel was tasked with obligations to deal with Party affairs and their promotion. As a result, over 180 positions were created to ensure discipline, effectiveness, and development of Party dealings.

The personnel was also tasked with ensuring the Parties were inspected for irregularities and due disciplinary actions implemented. This move ensured a more stable political system, under a multi-party state (Chan, 2014, pg. 710). A highlight of Major ReformsThere is a noticeable distinction between the 1990 and 1998 administrative structure, considering that fewer departments were to report to the Central Party under the 1998 governance system. As of 1998, the nomenklatura system required that certain middle-level organizations and departments be controlled by the Central Party; Legislature, Judiciary, procuratorate department, mass related organizations, local organizations, universities, and other higher learning institutions, mass communication departments, enterprises, research and health institutions among others.

The changes were made to satisfy two major needs. First, new authoritative lines were formed, and also different responsibilities were given to the Central Party. This led to newly adopted administrative structures after the general reorganization that occurred in 1998 following the new list of job titles. Secondly, an overall reconstruction of the Party’s mandate and scope, allowing them to oversee more organizations such as financial institutions and mass organizations.
