The respondents furthermore were categorical in their response on factors taken into consideration in the initiations, implementation, as well as operation of strategic evaluation tool within the ministry of interior and they identified some of the challenges that affect the effectiveness of the strategic evaluation tool. As a result, it was most likely that the following key findings of the study were prevailing.

• From Analysis of organization policy in chapter five, it was evident that the organization policy is the major hindrance of the effectiveness of strategic evaluation tool within the ministry of interior. To ensure that the implementation of the strategic evaluation tool is not impacted by the organization policy, a third party effort will be needed to make sure that an efficient strategic evaluation tool existing within MOI. This calls for the integration of the department with the desired efficiency of whichever strategy requirements. As a result, it is advised that the ministry must have a provision progress review to establish the validity of activity that is undertaken within the ministry of interior.
