There is no a clear way of making drugs safe; however, drugs cause completely new and different kind of negative externalities to an individual.

The widespread utilization of these drugs causes unnecessary misery to the society and elevating the levels of poverty in the countries. As a result, the state uses strict legal frameworks and regulation to guard its nationalities against the adverse effects of the drug. It makes the world safe for the up and coming generation.
