Enterprise systems is being taken serious in UAE regarding the role in can play in making volumes of work easier and reducing paperwork (Giachetti, 2011). It is healthy for the preservation of the ecosystem and ensuring efficiency and effectiveness in delivery of target goals. The synergy and interaction that has resulted from the implementation of the Bayanati enterprise system in the ministry of economy has been replicated in many other government ministries and departments (Verhage, 2009). The role of human capital in the implementation of enterprise system is very important and its success depends on the cooperation of workers who are present in the organization. The government of UAE has taken upon itself to train the employees in government on Bayanati systems for reports and statistics. Implementation of new enterprise systems has worked to facilitate quick service delivery within the specified time. There is need to explore other vendors and enterprise systems in case the current system malfunction. The ministry has to establish CRM system to enhance service delivery. For the purpose of synergy and synchronization it is important to have all the departments in the organizations to use the same enterprise system (Giachetti, 2011). Enterprise system in the United Arab Emirates is growing so robust and strongly and hence adding the value of security in these systems has to be a mandatory precaution. Oracle application is widely used in government departments. Almost ninety percent of the government organizations in the United Arab Emirates use Oracle application and is further used in the private sector. Enterprise system management is different or unique from one company to another and the types that are used in organizations usually depend on the business of the company as well as the prevailing need (Kumar, Esteves & Bendoly, 2011). Enterprise system management is often implemented to enhance the performance and the efficiency of the work. Bayanati is a vast program that is capable of adding extra features that can effectively facilitate work office. Recommendations The ministry of economy has a distinguished and well developed Bayanati Enterprise System that assists in office work. However, there is need to establish a project management office that will be in charge of projects development in the ministry. It is important to carry out a feasibility test and come up with a comprehensive report before implementation of any project in the ministry (Giachetti, 2011). The total number of employees in the IT department that encompasses the project management office is less than fifty people. For a strong Project management office to be created more employees with IT skills and background have to be employed. Establishment of an independent Project Management Office will make it effective and efficient for the ministry to follow up multiple projects with ease and ensure their accomplishment. The structure of the project management office should have a project manager at the helm who links up with engineers from different departments. IT experts have to work under him to coordinate different functions while personnel from the PMO oversee projects being undertaken by the ministry. The goal is to have effective management of projects pursued by the ministry of economy and ensure efficiency as well as optimal use of resources. Establishment of a project management office will address internal and external enterprise interdependencies and mark important boundaries (Bruhn, 2009). A project management expert is required to oversee all projects that the ministry of economy engages in. Enterprise boundaries play a significant role in the determination of transformation projects. The maximum potential in the enterprise system in the ministry can be realized with adequate human capital deployed and proper vendors used. More divisions of the enterprise system used in the ministry have to be developed. The implementation of Bayanati systems met a lot of resistance from employees who still wanted to use manual processes in carrying out their functions. The ministry of economy has to organize educative workshops and training to sensitize the employees on the importance of modernizing processes in order to enhance service delivery (Verhage, 2009). Change is a must and there is always a tendency for some people to resist change when it comes. It is important for the executive officers in the ministry to have adequate information on how to successfully go through a change process. The process has to involve employee participation in order to avoid resistance from some of them who will feel left out. Employee participation should be a priority in the case of implementation of any new system in the ministry to avoid resistance and give employees a sense of belonging. The commitment of employees can be realized if they are involved fully in the implementation process instead of forcing the project on them. To increase motivation and dedication the ministry of economy has to listen to the grievances, concerns and needs of employees (Giachetti, 2011). Human capital is an important asset in any organization. Employees have to be prepared by equipping them with IT skills that are needed in order to interact freely with the new system and realize its full potential. The Project Management Office when established has to take charge of major projects in the company to avoid any confusion. Oracle HRMS facilitate the production of several reports which are often used by the organization to carry out monthly and yearly statistical analysis. The business analytics and business intelligence units are not the only divisions that can enable the ministry to accomplish its functions. Data warehousing is also important in storage and retrieval of important information and unit to deal with this function has to be developed (Kumar, Esteves & Bendoly, 2011). Evaluation of the functioning of the enterprise system has to be done periodically to deal with any challenges encountered. A holistic approach to enterprise transformation has to be adopted by the ministry of economy. The ministry has to cultivate leadership in order to support and drive enterprise behaviors within its departments. Organizational learning has to be a continuous process that should be prioritized by the ministry. Enterprise effectiveness has to be emphasized before efficiency (Giachetti, 2011). The stakeholders to be affected by the enterprise systems have to be identified and their value propositions determined. Stability and flow across and within the enterprise has to be a priority of the ministry. Stability and flow are fundamental for any effort f enterprise transformation and forms a baseline for any improvement. The focal points within the enterprise system can easily be determined for improvement of enterprise value delivery. The implementation of enterprise system should not mean laxity on the part of employees. Further training is needed to equip the employees with skills that will ensure high level interaction with the established system (Verhage, 2009). There is need for the IT budget of the ministry to be increased to facilitate training and development as well as implementation of enterprise system. Conclusion Bayanati enterprise system has become common and popular among government institution in UAE. This report has detailed the development and use of Bayanati system in the ministry of economy and provided suggestions for improvement. Enterprise systems form part of vital applications within organizations in the UAE. The enterprise system applied and the chosen vendor plat an important role in its development. Bayanati system enterprise has been used in many government ministries and department in the UAE. Enterprise Systems forms an important part of many organizations in UAE. Different vendors have been used by different organization for laying the foundation of ERP system. The report focuses on the ERP systems used in the ministry and its vendor. For monitoring employee attendance, the ministry of economy use software referred to as Smart Time and it can also be used to create reports in different categories. The ministry of economy values project development although there is no project management office currently in existence. The IT department performs the functions of project management office. The need to establish a project management office is long overdue. The enterprise systems are very crucial to the ministry of economy since it carries out functions that would have taken ages within human effort. The report has analyzes the establishment, characteristics and functions of Bayanati enterprise systems in the ministry of economy and further provided recommendations for improvement.
