Emergency is an expected action which requires a lot of considerations in terms of controlling it when it occurs and control in the future. There are various ways that it can be done and there are protocols that are usually followed to assist in solving such issues. This paper views the concept of operations during the time of emergency and crisis in the countries of United Kingdom (UK) and United Arabs Emirates (UAE). Also, there relationship in terms of structure and operation during emergency. The UAE UK have discussed organizational and executive measures which are usually important during preparedness at the times of disasters. United Kingdom. During emergency time, the emergency should be handle and managed in a flexible manner so as to comfortable assist the issues that are present. All this cases are based in eight guiding principles in the UK government. This principles are: Preparedness: The individuals and organizations who are usually associated with emergency have to be ready with all mechanism that can be used. This also includes the clarification of the roles and duties that they have to perform. This is to prevent conflict of interest during operation. Continuity: When an emergency occurs the response to such emergencies should be linked with various functions that are associated with various organizations which have familiar ways of collaborating and solving the issue. They also have to deliver the required assistance and services at a higher level of quality and speed. This also applies to those scenarios where the management is large scale and presence of complex conditions. Subsidiarity: Different types of decisions should be undertaken at the levels that are best suited. This is usually the lowest level since it is appropriate and were the crisis is. It will be assisted with the help of coordination from a level that is necessary higher. This means that the people who have been affected by the emergency should be among the building blocks during the response to the alarm. There participation should not be regulated to a specific scope but to any scale of the emergency. Direction: The aim of the response should be declared and understood by all bodies that are associated. This clarity should be delivered through a very strategic point of view and supports the objectives that were laid down . This include the objectives that are understood and acceptable to all parties so as to help in prioritizing the response and the associated response. Integration: The coordination of the duties that are associated should be effective. This is through its exercise within and between the tiers of response and the organizations. This also is supposed to provide a timely access to the right guidance and also the right support to the local and regional level of operations. Communication: Communication in a two way scenario is critical so has to assist in effective response of the operation. This means that information that is available should be reliable. Also, it means that the transfer of information from one body to the next should be correct and accurate. This information should not be delayed but passed at the time that the information is required to the people who wants to know the information and includes the public in general. Co-operation: Those who are responsible to the activities should have a positive engagement morale. This means all the respondents should have mutual trust between them and understand what is required from them. This will greatly facilitate the sharing of the information and they will deliver solutions which are effective to issues that arises. Anticipation: The scenario should be be carefully be identified to see the availability of risks. Also an analysis is required to check the potential direct developments and also the indirect developments. This will then show the anticipation level of the emergency and be able to easily manage any consequences that may arise after. United Arab Emirates. On July, 2006 a project was launched which was aimed in the management of the crisis management and the emergence response in UAE. This was based on the Abu Dhabi Executive Councils which was resolution 2 for 2005. This project was aimed in the developing a kind of mechanism which was aimed at the coordination and organization of partners and stake holders if there could be an emergency. Also it aimed to assist the public to create a certain type of awareness during a case of emergency. This include the procedures on which an emergency could be dealt with and also environmental type of disasters. The resolution 2 for 2005 was aimed at establishing a Higher Committee for Emergency and Environmental Disasters. This committee could contain the following organizations and representatives: Department of Municipalities and Agriculture, Environment Agency – Abu Dhabi (EAD), Abu Dhabi Transport Department, Abu Dhabi National Petroleum Company (ADNOC), Abu Dhabi Water and Electricity Authority (ADWEA) General Authority for Health Services (GAHS), the Armed Forces and Higher Corporation for Specialized Economic Zones (HCSEZ). A conference was held in Dubai in March, 2008 where it addressed the issues that concerned on how to coordinate and manage crisis. The conference aim was also to raise the awareness on the importance of working together when it comes to crisis and emergency. The conference tackled various topic and issues which they were categorized in seven groups: Environment, Preparedness, Industry, Technology / Telecommunications / Media / Cyber security and Counter terrorism. The aim of the meeting was to reduce the difference in the coordinating large responses. UAE are well developed in terms of experts and equipment. The awareness will create an understanding between the national and the neighbouring countries with the aim of coordinated management on both man made and natural disasters. The main aim of response in the UAE management plans was preparedness and this to be achieved, there should be a close relationship and cooperation between public and private sector, the government bodies, Individuals and the NGO's. Comparison of concept of operation of both UK and UAE. Both countries concentrate there emergency on terms of preparedness. This is important since one body cannot work alone to solve a crisis or emergency. This means that all equipments should be ready for any action if called upon with the right type of expertise. The UAE consults all the neighbouring countries, ministries and NGO to solve a certain crisis. This is also applicable to the United Kingdom situation. The UK use a fully structured model to prefect difference and conflict during problem solving. UK and UAE have interest in how each individual organization has to work together to solve a crisis or an emergency. UAE have to accommodate individuals which forms the basic block. The UK emphasizes the emergency staff to listen to the emergency area residence. This means that both countries emphasizes on co – operation and local advice. The aim of the development of the concept of operations during the time of emergency and crisis are the same in both countries. The response to emergencies and crisis main aims are to protect the life of the people who are involved. This means that they reduce or completely alleviate pain and to encourage the running of day to day activities. This also mean every service that was available before should be restored at the earliest time to reduce inconveniences. The rule of law should be maintained at all times without bias and the democratic right of all concerned individuals should be checked upon. This countries (UK and UAE) are collaborating on duties that concerns on carrying out the services. The British government participated in the March 2008 conference. They shared experiences and ways in which there prospects can be cooperated to prompt response to any kind of crises. A group of British officials who include the Cabinet, Police and Ministry of Defense e.t.c and UAE discussed on what ways should be used to improve their crises management. They have developed ways of advancing there duties and responsibilities to come handy during the time of disaster. Difference between emergency response in UAE and UK. There is also the association of the type of emergency that can occur and how the government can come in. The UK government has split the type of emergency into three levels. Level 1 is when the emergency requires the central government. This level emergency is not complex and can be solved easily. Level 2 emergency is serious and the threats that they pose is wide and are of a prolonged form. This requires coordination from various government organizations. Level 3 emergency is a catastrophic type and requires the COBR to monitor it. In the UAE concept the categorization of the services and the response are not fully developed since the initiative is still knew. (UAE 2008) The UAE emergency group is not fully developed and most of its duties are not specified. The UK emergency team is fully operational and is ready to solve any disaster which can happen any time. This brought about the ideas of various governments to come together to solve this issues. Advantages of concepts of operation. There are various advantages of the concepts of operation in management and specifically in the terms of emergencies and crisis: i. The preparedness usually makes the level and extent of emergency be controlled easily. All entities that are required are set in a form that it will easily be used to solve a problem when it arises. ii. Communication between bodies that are involved is efficient since there are no problems that are associated with competition in terms of the ranks and extent of working. iii. The control of the emergency takes a shorter time since each body as specific duties that are required to operate upon. There are various protocols that emergency service agencies uses at the time of emergency. This usually starts during planning before the emergency or crisis occurs. An emergency is usually demonstrated in four phases: preparedness, response, recovery and mitigation. Preparedness is usually the first phase which concentrates on planning in which agencies will prepare on how they will respond to a certain emergency. This involves the command structure and each institution responsibilities. This removes the idea of competition and conflict of interest. This is well demonstrated by the UK government were levels have being developed and jurisdictions are specified. The next step is the response were the problem is dealt with. After the response a recovery period is developed where all details are brought back to the way they were before and mitigation is the checking in the future such incidents will not occur. The workshop which was attended by both UK and UAE officials was to enhance bilateral cooperation with aims of promoting expertise. The concepts of operation is important during a response to an issue because there are well laid down rules and regulations. To the management community it will help in solving problems that are associated with the conflict of interests and misunderstanding. The equipments that are used during the periods of emergency should be made ready and can solve problems easily.
