This is because there are several laws and regulations governing the storm-water and groundwater discharges from construction activities, including tunneling operations (Ruwanpura, Yasser, and Lee 1539). Currently, there are extremely little published field data addressing the quality of tunnel discharges, treatment methods and performance of these methods. In today’s environmentally conscious society, government regulations have become more stringent in controlling the quality of groundwater discharges from construction activities. It involves identifying the project needs, establishing project goals, balancing constraints as well as taking the requirements and expectations of the main stakeholders into consideration. Planning is the most important part of every project that can be undertaken since it sets the standard for the remainder of the project’s life in addition to being utilized in tracking future project performance. Smith Water Treatment Plant) on the north bank of a river (the North Saskatchewan River) to the southwest communities. Tunneling normally involves many uncertainties in geology as well as in the construction process. These uncertainties in tunneling require to be put into consideration when making decision since they affect tunnel construction cost and time as well as resources. The geological conditions at the tunnel are generally uniform and good. The geology of the tunnel has been investigated using different methods like borehole drilling, electrical resistivity surveys and seismic exploration. The geology of the tunnel consists of two types of rock namely Micrographic Granite and Diorite. In general, the two rocks have high strength. Diorite is broadly distributed throughout the whole tunnel area apart from the tunnel portal area, where Micrographic Granite exists.
