Colesworths is Australia’s largest supermarket chain. Over the last few years the company has been dismissive about the importance of WHS. This changed a month ago when both an employee and customer were seriously injured when the worker, attempting to put a heavy box on a top shelf, fell off the ladder on to a customer. Not only was the company heavily fined, but the ensuing publicity caused significant damage to the company’s reputation. The company’s CEO has requested that each store delegate an assistant manager to administer the store’s WHS policies. The CEO has asked that each store submit a report detailing the provision of WHS training, procedures and legal requirements for identifying hazards and procedures for maintaining WHS records. This report is to include: 1. Two (2) methods of identifying staff WHS training needs. 2. Personnel to consult with in regards to staff training needs. Provide at least two (2). 3. Coaching and mentoring assistance that can be provided to staff in relation to manual handling. 4. An organisation that can assist in providing training on manual handling. Provide details of: a. Name of organisation b. Name of course c. Length of course d. Cost The CEO Colesworths Supermarket Report on the Provision of WHS Training 1. Methods of identifying Staff training needs Two methods will be applied in the identification of staff training needs. They include; a) Training needs analysis- this will be conducted to find a training gap and will be initially dome so as to determine the actual training needs of those to be trained. It will be aimed at capturing the learner requirements in ensuring effective training. The training gaps will be identified in a number of ways including observation, incident report forms, accident report forms, statistics and figures on incidents and accidents, manager reports, feedback from colleagues, feedback from customers/clients, and comparison of current tasks with job performance as well as through performance reviews. b) Skills audit –this will involve identifications of the skills workers would need in a bid to perform their roles safely. This can be done through a number of ways including interviewing staff members and team members, observation, supervisor reports, general Q&A session with team members, suggestions, formal assessments, surveys and employment and personnel files. 2. Personnel to contact regarding training needs The following are the personnel to be contacted regarding training needs. i) Managers and supervisors –these are the people under whom the employees work. As such, they much likely to be aware of WHS training needs for those the manage and supervise. ii) The employees undergoing training themselves- these are the people who do the work roles and hence they are highly likely to know the hazards and risks they are exposed to in the work place. 3. Coaching and mentoring assistance that can be provided to staff in relation to manual handling Members of staff can be offered coaching and mentoring assistance in relation to manual handling in a number of areas including use of property, plant and equipment, safe operation of certain pieces of equipment, emergency exit procedures and routes and safety exclusion zones. This will involve new workers benefiting from ongoing support from more experienced colleagues. Mentoring and coaching will involve the frontline managers coaching through demonstration while providing mentoring support as they practice and become competent in the safe performance of their tasks and skills. 4 An organisation that can assist in providing training on manual handling The following courses can be offered a) Name of organisation: Allianz Australia Insurance Limited b) Name of course: Health and Safety Representative (HSR) Initial Occupational Health and Safety (OHS) training course c) Length of course : 5 days d) Cost: $750. e) Assessment 2 Part A – Case Study It has been a particularly busy day in your store and you decide to conduct a hazard identification walk. You take the following notes: The front of the store around the checkouts is well maintained and tidy, however one of the checkout staff is rocking back and forth on their chair, due to an uneven surface. Aisle 6 has milk spilt on the floor, which would appear to be there for a period of time, as it has spread up and down the aisle. A box has been left unattended on top of a ladder, probably the result of a worker assisting a customer. The door leading to the administration offices, including the cash office has been left open. 1. Complete the hazard identification and risk assessment template: Hazard Possible Harmful Effects Risk Factor – High, Medium, Low Possible Employer Action to Prevent Accident Uneven surface -The staff might fall and physically injure themselves on the floor -The chair might be broken hence falling with the staff and physically injuring him/her -Medium -Low -Repair the uneven surface to make it smooth -communicate with all staff members on the need to avoid rocking back and forth with chairs as it could expose them to danger. Milk spilt on the floor -one might step on the spilt milk (which makes the floor slippery) and hence slip and fall injuring him/herself physically probably by breaking a hand or a leg. - High - Assign staff to clean the spilt milk and make it a routine for the staff to ensure that any spilt milk is immediately cleaned. -Have signs about slippery floors for all areas likely to have slippery milk often. Unattended box -The box can fall on a person thus injuring him -high -order that the box be properly kept. -Train staff on the need to ensure that such boxes are properly kept in future to avoid resultant accidents. Open door -Theft of cash and other valuable company documents and items - medium - order that the door be closed. -Make it a company policy that such doors should always be closed 2. Explain your communication policy to provide specific, clear and accurate information & advice to staff in relation to the above hazards. Communication and dissemination of information relating to WHS is a vital part of the organization’s strategy aimed at eliminating and preventing occupational illnesses and injuries. As such, the organization’s policy is to provide safety and health information so as to safely perform their work. This policy is important in that it sets out the standards the staff are to observe so as to remain safe in the work place. The policy will apply to the communication of WHS information across the company. The policy puts the following responsibilities to the management i) To ensure staff are adequately provided with WHS information taking into consideration their communication requirements ii) Identifying and assessing of health and safety information needs On the other hand, the work health and safety committee is charged with the following responsibilities; i) To ensure mechanisms are put in place for alerting new and changed legislative requirements ii) Interpreting HS information and disseminating relevant information across the company. It is the responsibility of the supervisors and the committee to communicate the health and safety standards requirements to all employees. The communication policy should also entail writing all the WHS rules and procedures are well written and displayed on the company’s notice board. With regard to the above hazards, the communication policy has put forth clear standards including i) The management is to ensure that all surfaces are maintained at the required standards at all times. Where repairs are required, the staff should promptly report this to management for action to be taken. There should also be signs warning people of uneven surfaces whenever they occur. ii) Cleaning staff should always ensure that all floors and surfaces are dry at all times. There should also be signs warning staff of all slippery floors. iii) All heavy objects including boxes should be properly stored at all times. It is an offence for any member of staff to leave such boxes unattended at all times. iv) All doors should always remain closed at all time when any room is not in use. 3. Are there any inadequacies in the risk control process used above? The above risk control process is inadequate. This is because it lacks clear instructions and procedures to ensure that accidents and incidences are minimized. The process also lacks disciplinary procedures to ensure that those who fail to comply with the WHS plan are adhered to. Such disciplinary procedures should include verbal warnings for first violations, written notification for second violation and even suspension or termination for third violation. This should ensure that everyone is aware of the consequences of violating the plan. 4. How would you monitor outcomes of changes brought about because of inadequacies in the above process? To monitor the outcomes, I would gather information regarding the number and nature of accidents, incidents and injuries occurring in the company. I would compare this with the industry average as well as the recorded incidences, accidents and injuries before the changes in a bid to establish whether there have been positive or negative changes as far as the company’s WHS policy is concerned. Assessment 2 Part C – Written or Oral Questions 1. What WHS records should be maintained according to WHS legislative requirements? i) Accident reports- these are reports that indicate accidents where an employee was hurt or equipment was damaged ii) Incident reports- regardless of an incident seeming trivial or minor at the time it happens, all incidents ought to be reported including illnesses and near misses. iii) Injury register – it includes a record of all injuries regardless of how trivial or small they may be iv) First aid register – the record keeps track of all first aid administered 2. What information from these records could be used to identify hazards and monitor risk control procedures? The nature and number of accidents that have occurred, where and when the occurred and what or who was involved including the regularity of occurrence The nature and number of incidences that occurred, where and when they occurred, their effect and who was involved.
